MINUTES

 

Chairman John P. Sivick called the meeting to order at 7:00 p.m.  Also present were Richard C. Vollmer, Vice Chairman; Paul D. Menditto, Supervisor and Robert H. Rohner, Jr., Secretary/Treasurer.  Atty. Robert F. Bernathy and William J. Greiner, P.E. were not present.

 

PUBLIC COMMENTS:

 

Leonard Glamann stated that the Delaware Township Republican Club will sponsor the 2nd Annual Charity Ride/Poker Run to benefit the Safe Haven of Pike County, Tour De Force and Vietnam Veterans of America Chapter 623 on Sunday, July 11th beginning at 9:30 a.m., at the Side Street Tavern, Dingmans Ferry, PA.

 

Scott Hanna thanked the supervisors for the placement of “No Smoking” signs at the Lehman Township municipal field.  Mr. Hanna asked if recycling containers could be placed at the field.

 

APPROVE THE MINUTES OF MAY 5, 2010:

 

Motion made by Mr. Vollmer and second of Mr. Sivick to approve the minutes of May 5, 2010 as presented.  Mr. Menditto was not present for the motion.

 

APPROVE THE MINUTES OF MAY 11, 2010:

 

Motion made by Mr. Vollmer and second of Mr. Sivick to approve the minutes of May 11, 2010 as presented.  Mr. Menditto was not present for the motion.

 

AUTHORIZE THE PAYMENT OF THE BILLS ON LIST #1, LIST #2 AND THE TRANSFERS AS PRESENTED:

 

Motion made by Mr. Vollmer and second of Mr. Sivick to authorize the payment of the bills on List #1, List #2 and the transfers as presented.  Mr. Menditto was not present for the motion.

 

ROY BORGFELD:  PIKE COUNTY CONSERVATION DISTRICT:

 

Mr. Borgfeld presented the Pike County Conservation District’s 2009 report. 

 

The District has been working diligently to increase the quality of the waters in the county’s streams.

 

Gypsy Moth Suppression Program was done in conjunction with the State’s Bureau of

Forestry.  48,000 acres were treated.  There will be no need for spraying in 2010 due to the collapse of the gypsy moth population.

 

The District offers educational services.

 

The supervisors thanked Mr. Borgfeld for his dedicated service to the District.

 

OLD BUSINESS:

The township solicitor and zoning enforcement officer are addressing this issue.

  1. EAST STROUDSBURG SENIOR NORTH AND SOUTH TRAFFIC CONTROL REQUEST – JUNE 15TH FROM 3:30 PM -7:00 PM AND THE 16TH FROM 4:30 PM-8:00 PM:

 

Motion made by Mr. Sivick and second of Mr. Vollmer to supply staff for traffic control for June 15th only.  Unanimous.

Motion made by Mr. Sivick and second of Mr. Menditto to approve this request.  Unanimous.

 

  1. GTS PROPOSAL-COMMUNITY PARK NPDES/E&S:

 

      Motion made by Mr. Vollmer and second of Mr. Menditto to approve the

      proposal of $16,828.00 submitted by GTS for continuation work as it relates to

      the community park’s expanded NPDES/E&S plan.  Unanimous.

 

MISCELLANEOUS:

 

None.

 

ROADMASTER/PUBLIC WORKS DIRECTOR:

 

Mr. Sivick stated that the township will hold the 2nd Annual Fishing Derby on Sunday, June 13th from 9:00 a.m.-2:00 p.m. 

 

The Bushkill Outreach’s Flea Market held over the Memorial Day weekend was a big success. 

 

The crew has been busy with litter pickup throughout the township.  Cleaning up from the Spring Clean Up Days.  Tree trimming on Woodland Court.  Repairs to trucks 909 and 912.  The SR 2001 project is moving along.  There are discussions to begin the design phase for SR 2001 from Little Egypt Road to the Delaware Township line.

PUBLIC COMMENTS:

 

Scott Hanna commented on the State Gaming grants received for SR 2003, and that funds from gambling should be used for real estate property tax reductions.  The school district is expecting an increase in taxes.  There is a bad economy, and that elected officials should challenge the use of gaming funds.

 

APPROVE THE MINUTES OF JUNE 2, 2010:

 

Motion made by Mr. Menditto and second of Mr. Vollmer to approve the minutes of June 2, 2010 as presented.  Unanimous.

Motion made by Mr. Vollmer and second of Mr. Menditto to accept the financial statements; all funds, for the month ended May 31, 2010 as presented.  Unanimous.

 

OLD BUSINESS:

Atty. Bernathy stated that Mr. Rice had contacted his office, and requested a contractor’s name who would be able to demo the building.  Atty. Bernathy gave

Mr. Rice the telephone number for the Pike County Builders’ Association.  Atty. Bernathy reminded Mr. Rice that the township has a judgment against him, and that he has made no payments.  A contractor has contacted the township’s zoning enforcement officer to obtain a demo permit.

 

NEW BUSINESS:

 

  1. MINOR SUBDIVISION-STEVE & JENNIFER SCHOONOVER, LOT 1:

 

Mr. Greiner stated that the planning commission recommends approval.  The Pike County Planning Commissions’ comments have been addressed.  There are two (2) waiver requests.

 

            SALDO 606.1.1:  A plan of the area being subdivided is shown on the map and is

            identified as Lot 1.  All required information is shown for that lot.  The area

            specified in the Engineer’s review comments is the additional area identified as

            existing Lands of the Township of Lehman.  That area is not being subdivided.

            Lot 1 is being joined to it to make it a larger lot.  Lehman Township does not

            require Lot Combination maps.  The request is that the additional lands of the

            Township of Lehman, to which Lot 1 is being joined, not be required to be shown.

 

Motion made by Mr. Sivick and second of Mr. Vollmer to grant this waiver request.  Unanimous.

 

      SALDO 606.1.2:  A lot closure for Lot 1, the lot being subdivided, has been

submitted for review.  It closes.  Both the tract of the Schoonover parcel, from which Lot 1 is being subdivided, and the original lands of the Township of Lehman are described in deeds that have errors of closure and are also on meridians that are not common with Lot 1.  With the various meridians used and the errors which currently exist in the descriptions, a combined description of the Lot Combination would not close either.  The request is that such a lot closure not be required.  As stated, Lehman Township does not require Lot Combination maps.

 

Motion made by Mr. Sivick and second of Mr. Vollmer to grant this waiver.  Unanimous.

 

MISCELLANEOUS:

 

1.      The Zoning Hearing Board will conduct a hearing on Wednesday, June 30th at

4:30 p.m.  There is a substantive challenge by Marlene S. Miller to the validity of the zoning map amendment and/or a request for Special Exception

Use process for approval for a home occupation for her property located in Pocono Ranchlands, Lot 986, Section 1.

 

ADDENDUM NO. 1:  A circus will be held at the community park on Friday, June 25th.  The first free concert for 2010 at the community park will be held Sunday, June 27th from 2:00 – 6:00 p.m.  The Fishing Derby held on June 13th had a good turnout.

 

ROADMASTER/PUBLIC WORKS DIRECTOR:

 

The crew has been busy with the cleaning of drains throughout the township after the rains.  Replacement of the hydro pumps on two of the trucks.  Grassing cutting for site distance, along the sides of the roads throughout the township and playing fields.  General maintenance at the community park.  Preparation work at the community park as it relates to the State Gaming grant received ($424,353).

 

ADDENDUM NO. 2:  Mr. Sivick announced that members of the local Boy Scout Troop were present.

There being no further business meeting adjourned and an Executive Session to be held regarding personnel and possible litigation at 7:11 p.m. made by the motion of Mr. Sivick and second of Mr. Vollmer.  Unanimous.
